Incorporated in 2003, Sutter West Bay Medical Group has a rich history rooted in research, education, and innovation.
In 1969 two surgeons performed the first successful kidney transplant at a community hospital – Pacific Presbyterian Medical Center what is now Sutter Health’s CPMC hospital. A few years later Dr Barry Levin came to CPMC to practice as a transplant nephrologist. Together he and Martin Brotman, beloved former CEO of CPMC, had the idea to form a hospital based medical group. Ten specialties and 67 doctors came together as Physician Foundation Medical Associates. Dr Robert Osorio, a transplant surgeon, led the group.
From our origin, the founding physicians have partnered with CPMC on fostering the culture of a quaternary care referral center with an academic feel. Our more recent history includes partnering with Sutter Health to build primary and secondary specialties.
Today, we are a multi-shareholder company with over 50 specialties. We stay on the forefront of medicine and are proud to provide access to primary and secondary care in the community and tertiary and quaternary care to Northern California and beyond. We are also proud to participate in clinical research and to serve as faculty for a number of residency and fellowship programs.

Meredith Hileman is CEO of Sutter West Bay Medical Group, a multispecialty medical group formed in 2003 and based in San Francisco. Meredith oversees all strategic planning, growth, clinical service line development, and business operations. The group is made up of 200 physicians from over 40 specialties, providing primary care through quaternary care services to patients from San Francisco, Northern California, and beyond. Sutter West Bay Medical Group is nationally recognized for excellence with multiple awards for quality of care, innovation, and leadership.
Hileman has over 20 years of experience in healthcare, including leadership roles at two of the largest health systems in the United States. She spent 15 years at Kaiser Permanente prior to joining Sutter Health in 2014. She was named Sutter West Bay Medical Group’s first CEO in 2019.
Hileman earned a bachelor’s degree in mathematics from the University of California at Berkeley and an MBA from St. Mary’s College of California. She is a Sutter Health Leadership Academy graduate and was recently selected to participate in the Carol Emmott Fellowship program.
Dr. Robert Osorio earned his undergraduate and Masters degree in Bioengineering from the University of California, San Diego. He earned his MD and completed general surgery training, Immunology Fellowship, and Abdominal Transplant Surgery Fellowship at the University of California, San Francisco (UCSF). He served as a Clinical Instructor in Surgery at UCSF from 1995-1997. Since 1997 he has been an attending surgeon at California Pacific Medical Center where he served as Surgical Director of Liver Transplant Surgery from 1999 to 2021, Chairman of the Barry S. Levin Department of Transplantation from 2003 to 2019, and Chair of the Advanced Organ Therapies & Transplant Service Line since 2019.
Dr. Osorio’s current clinical practice at CPMC encompasses Liver Transplantation and Hepato-Biliary surgery for both malignant and benign conditions. While at CPMC, he has developed multidisciplinary programs for the treatment of liver, pancreas, and bile duct tumors. Most recently, establishing with the American College of Surgeons, a center of excellence in high-risk gastrointestinal surgery. Along with the Division of Hepatology, he established and participates in the ACGME Hepatology Transplant Fellowship at CPMC.
Dr. Osorio’s research has focused on islet allograft transplantation, transplantation of human fetal tissue, non-operative management of biliary leaks, predicting recidivism after liver transplant for alcoholic liver disease, and artificial liver support systems. He has authored or co-authored 40 articles in peer-reviewed journals, and numerous chapters and invited reviews in textbooks and journals. He is a Fellow of the American College of Surgeons and a member of several surgical societies including AASLD, AHPBA, ASTS, AST, IHPBA, ILCA, ILTS, ITS, PCSS, SSAT, and SSO.
In addition to his clinical practice and appointments, Dr. Osorio is a founding member of Physician Foundation Medical Associates (dba Sutter West Bay Medical Group). He served as President of the group from 2003-2016 and is currently Chair of the Board of Directors. He also served on the Board of Directors for California Pacific Medical Center and Sutter West Bay Region from 2005-2013.
Dr. Jonathan Lee is a Family Medicine physician and the Chief Medical Officer of Sutter West Bay Medical Group. He received a B.S. from Yale College, his MD degree from Georgetown Medical School and completed a Family Medicine residency at UCSF. After residency, Dr. Lee spent 15 years working in public health, first in the SF Department of Public Health and later in the San Mateo County Health System. In addition to maintaining a busy primary care practice, he educated and trained numerous residents, medical students and nurse practitioner students.
Outside of clinical work, Jonathan has focused on developing primary care delivery systems, creating new models of community based primary care and alternative approaches to care. He has also devoted time to leadership development and is a graduate of programs at the UCSF Center for the Health Professions and Sutter Health’s Leadership Academy.
After graduating from Yale Medical School, Dr. Earle moved to San Francisco to complete her training at UCSF including a residency in Internal Medicine and a fellowship in Endocrinology. Her research at UCSF focused on immunology and type 1 diabetes and she worked at the Diabetes Center on new onset type 1 diabetes trials. Dr. Earle moved to California Pacific Medical Center (CPMC) in 2005 as the Medical Director of the Center for Diabetes Services. She became Chief of Endocrinology at CPMC in 2006. In 2008 she joined Sutter Pacific Medical Group and started the endocrine division, serving as the initial lead of her endocrinology group. In 2013 Dr. Earle and her colleagues started an endocrinology training program at CPMC and Dr. Earle served as the Program Director in 2013 and the Associate Program Director between 2014-2018. Dr. Earle remains an active faculty member in the fellowship program as well in training of internal medicine residents.
Dr Earle has served in several leadership roles within Sutter West Bay Medical Group. In 2017 she was named Chief of the Division of Medical and Surgical subspecialties for SWBMG where she worked with physician leaders to improve operations in the medical group. She has served on the Professional Affairs Committee since its inception in 2010 and has chaired the committee since 2021. In 2022 Dr. Earle joined SWBMG's Board of Directors.
As the Chief Growth and Development Officer, Dr Earle will be instrumental in developing and activating the medical group's hiring plan. She will oversee recruitment, retention, onboarding, and network development, and she will continue to chair the Professional Affairs Committee. Her stature in the community and commitment to the medical group's mission, vision, and values will help lead us through a transformational growth period as we aim to recruit and retain the top talent.
Dr. Patel earned her Master's Degree in Medical Sciences from the University of North Texas in 2011 and her Medical Doctorate from Texas A&M College of Medicine in 2015. She completed her Internal Medicine Residency at the University of California, San Diego in 2018. Dr Patel's subspecializes in cardiometabolic health and obesity medicine and serves as the medical director of an innovative obesity and metabolic health program within the Advanced Organ Therapies Department, where she provides care to medically complex patients with heart, liver, and kidney disease, improving their access to transplant. Dr. Patel is a respected national speaker, having delivered numerous invited talks to physician colleagues, medical trainees, and the public on the importance of a health promoting lifestyle as the foundation of care. She is a Sub-Investigator on an NIH-funded research grant studying healthy beverage consumption among Sutter employees and has mentored college students through the Meg Page program.
Dr Patel has served as Sutter West Bay Medical Group's Chief Wellness Officer since 2021 and has been instrumental in leading a dedicated team on the wellness committee. She is passionately focused on preventing and addressing physician burnout, enhancing both physician well-being and patient care. Her leadership has been pivotal in transforming organizational culture to support physician wellness, positioning SWBMG as a thought leader for medical groups and healthcare organizations nationwide. Dr. Patel also contributes her expertise as a member of the CPMC Physician Wellness Committee.
As Chief Culture & Experience Officer, Dr Patel will lead diversity, equity and inclusion work, leadership development, physician satisfaction, and patient experience, further demonstrating her exceptional capacity to drive positive change in healthcare. Her unique blend of expertise, passion, and leadership makes her an invaluable asset to SWBMG and a trailblazer in improving physician wellbeing.
Dr. Shilpa Shah is an Internal Medicine physician and clinician educator who practices and teaches Primary Care Medicine. Shilpa is the Medical Director of Pacific Primary Care, the Director of Ambulatory Education for the California Pacific Medical Center Internal Medicine Residency and serves on the Board of Directors of the Community Health Resource Center.
Shilpa is currently on the Board of Directors for SWBMG, where she brings her passion for patient care and community health as well as her experience in clinical leadership, education, and primary care growth to help advance the mission of the group.
Dr. Gregg Jossart is a Minimally Invasive Surgeon specializing in Bariatric and Foregut surgery. Gregg has been the Director of Bariatric Surgery and has maintained a Center of Excellence at CPMC since its inception in 2005.
Gregg’s clinical background in surgical quality and his ability to establish and maintain a Center of Excellence in Bariatric Surgery for over 18 years provides a unique expertise that supports the vision and strategic direction for SWBMG.
Dr. Yvonne Cheng graduated from Occidental College with a BA in biochemistry. She earned her MD degree from Tulane University School of Medicine and completed a residency in Obstetrics and Gynecology at the University of Chicago and a fellowship in Maternal Fetal Medicine at the University of California, San Francisco (UCSF). Dr. Cheng also received MPH, and PhD degrees in Epidemiology from the University of California, Berkeley, with an emphasis in causal inference/machine learning.
While pursuing a PhD from UC Berkeley, Dr. Cheng served as Assistant Professor in Obstetrics, Gynecology, and Reproductive Sciences at UCSF. She was the Medical Director for the Diabetes and Pregnancy Program from 2010-214, the Fellowship Program Director for Maternal-Fetal Medicine at UCSF from 2010-2014, and as Associate Professor from 2012-2014. Dr. Cheng joined the Sutter West Bay Medical Group in 2014. She served as the Medical Director for the Diabetes and Pregnancy Program at CPMC from 2014-19, and the Director of the Maternal-Fetal Medicine program from 2015-19. In 2017, Dr. Cheng helped expand the Maternal-Fetal Medicine in-patient services from CPMC to Alta Bates Medical Center (ABMC), Ashby campus in Berkeley, and Dr. Cheng has been serving as the Medical Director for Perinatal Medicine at ABMC and as the Medical Director for the Perinatal Center Clinic since 2017. Dr. Cheng joined the Sutter West Bay Medical Group Board of Directors in 2019.
Dr. Cheng continues to purse perinatal outcomes research, with a focus on labor management, decreasing cesarean delivery, and racial/ethnic disparities. She has authored or coauthored over 110 peer-reviewed research papers, including publications in the New England Journal of Medicine, and Journal of American Medical Association, with collaborations nationally and internationally. She served as Associated Editor for Journal of Perinatology from 2014-2022, and she continues to serve as Peer Reviewer for the American Journal of Obstetrics and Gynecology, and Obstetrics and Gynecology. Dr. Cheng is a Fellow of the American College of Obstetricians and Gynecologists, and a member of the Society for Maternal-Fetal Medicine, Pacific Coast Obstetrics and Gynecology Society, American Institute of Ultrasound in Medicine, Society for Pediatric and Perinatal Epidemiologic Research.
Liberty Jenkins completed her undergraduate Preclinical Medicine and her Master's in Physiology at the University of Cambridge, before receiving her Bachelor of Medicine and Surgery with Honors from the University of Edinburgh in 2000, one of only three graduates to receive this distinction. She graduated with a first-class degree in Physiology from Cambridge and was awarded multiple academic scholarships and prizes at both institutions. She was admitted to Membership of the Royal College of Physicians in 2003.
Liberty completed six years of Specialist Registrar training in Neurology and Clinical Neurophysiology at the Oxford University Hospitals. She then undertook a clinical fellowship in Peripheral Nerve Disease at The National Hospital for Neurology & Neurosurgery, Queen Square, London, before relocating to California with her family. From 2013 to 2014, she served as an ALS Research Fellow under Dr. Robert Miller at the Forbes Norris Clinic, before completing two years of Neuromuscular Neurology and Clinical Neurophysiology fellowships at Stanford University.
In 2016, Liberty joined the Sutter West Bay Medical Group as a neuromuscular neurologist and is currently co-director of the Forbes Norris ALS and Muscular Dystrophy Association Treatment and Research Clinic. Her primary clinical research interests focus on ALS and autoimmune neuropathies and myopathies. Her book, The Diagnosis of ALS, was published by Oxford University Press in 2019. She is the author of multiple book chapters and has an extensive portfolio of peer-reviewed publications, particularly in interventional clinical trials in ALS. She holds grants from both the ALS Association and the Muscular Dystrophy Association. Her focus is on expanding accessibility to research trials for these patient groups.
Liberty is also on faculty at Dartmouth and oversees Stanford University neuromuscular fellowship training. She serves on the Professional Affairs Committee of SWBMG and is a specialist advisor for several biotechnology companies in the Bay Area. She is deeply committed to patient care, particularly in the role of the multidisciplinary team in addressing the complex needs of her patients.
Ida Myoung recently joined Sutter West Bay Medical Group, serving as Vice President of Medical Group Operations, overseeing operational strategy and performance for a network of 250+ physicians across 50+ specialties.
With deep expertise in medical group and acute care operations, Ida specializes in optimizing healthcare delivery through integrated care models and process improvement. Ida has held senior leadership roles at NYU Langone Health, Massachusetts General Hospital, and Providence, leading initiatives to enhance efficiency, transform care delivery models, and improve patient outcomes. She is committed to fostering a culture of excellence and collaboration to improve access, quality of care, physician engagement and patient experience.
Ida holds a Master of Healthcare Administration from the University of Washington, and advanced certifications in healthcare quality and regulatory compliance.
